Victory class characters typically have ranged or other abilities that lean less on physical prowess and more on mastery of their particular power. This gives them a decided advantage in the power set. Victory class characters may choose one ability as a secondary power from the paladin list that will be a level two ability max (This is your standard build - if you're building a telepath, for instance).
Paladin class characters are tanks by nature and typically display level one or two level abilities. The exceptions will be STRENGTH, DURABILITY, and ENDURANCE, these in particular all have upper level uses (LEVEL THREE) and should be played as such. While durability on the upper level might make one bullet-proof, the prolonged impact of a sustained attack from a mini-gun or multiple assailants attacking at once will overwhelm such an ability and be expected to take a toll during a scene. Building a Paladin is different than building a Victory class character. Paladin characters will have a pool of SEVEN points to draw from and allocate to seven different categories.
